The general situation is thus taking on an unfortun-
ate resemblance to that existing at the same time last year,
that is to say the country appears to be preparing for hos- tilities on a large scale and to be lining up into two
hostile camps for that purpose, namely, Taso Kun, Fu Pei-fu
and the Kuangsi militarists(the Cheng Hsueh Hai), on the
one side, and Chang 780-lin, the nfu Party (represented by
General Lu Tung-hsiang of Cheklang) and Sun Yat-sen and the
Kuo Min Tang, on the other. It would seem that if Pei-fu,
whom the Chihli Party had been successful in relegating to the
background after his victorious campaign against Chang Tso-lin
laat summer, is again taking charge of the situation in the
interests of the Forthern militarista. The first definite
intimation I received of the fact that i was taking an active
part in the situation in the South took the form of a visit
on the last day of February from one of his principal emissar-
ies, who was instructed on behalf of his master and Te1ao Kun
to approach me with a request that five Chinese warships in
Canton waters, which wished to rejoin the Northern naval
foroes, should be permitted to refit at Hongkong in order to
